Sleight of Hand is a very useful perk, it allows you to reload faster, making it very useful for close quarter weapons such as the shotgun or the sub machine gun. It is also useful for bolt action sniper rifles as it allows you to shoot off another round that little bit quicker, also when you unlock the pro version you can aim down the sight quicker – which again improves sniping by allowing you to spot with normal vision and then zooming in quickly to get the kill.
