The Scrambler perk basically jams enemy radar whilst you are near them – the achilles heel being it they walk in all four directions they can work out which direction you are in, as it fades in and out the close you are – kind of like playing “Am I hot or cold” – “warmer… warmer… HOT! BANG!”
The pro version allows you a significant delay on claymores exploding, but the still click which will alarm the enemy, so not only will they know you are nearby cos you are jamming their radar, they will also know exactly where you are – whilst you are standing around waiting for a claymore to explode. I killed the same guy 3 times as he tried to get me this way, not the best of perks… Great for teams though, if one of you has the scrambler perk your whole team will get the benefit!

Do you wanna explain to me why the guy has the perk cold blooded and scrambler…. from what i’ve read there is like no difference between the two
Scrambler makes the radar of nearby enemies go into static, making it harder for them to use it as reference the closer they are to you. (Bad perk, since the enemy could see if you were getting closer.)
Cold blooded makes you invisible to UAV, vehicles, sentry guns, and thermal scopes. (and is an awesome perk.)
the coldblooded killer perk also makes the tag above you head disappear so your not as easly seen by others
