In orde to get an EMP you need a 15 killstreak – basically an EMP disables all enemy electronics, which includes thermal scopes, red dot sights, heartbeat sensors, sentry guns, killstreak bonuses etc.
An EMP is the only thing that can prevent a tactical nuke as well…
